Criminal Processes

For information and notifications regarding currently incarcerated adult offenders or notifications regarding upcoming court events, you may register by calling the Office of Victims Services at 800-511-1670 or online at vinelink.com or corrections.ky.gov. You must register for VINE while the offender is incarcerated to be notified of release.

Victims of sexual assault and/or abuse may apply for Interpersonal Protective Orders or Emergency Protective Orders to prevent contact by perpetrators. These protective orders are civil and you do not have to report the assault/abuse to law enforcement for criminal prosecution in order to apply for a protective order. Protective orders are free and you should file in the county where you live/stay at the Courthouse with the County Attorney or Victim Advocate Office. You may contact Hope’s Place for assistance in filing for a protective order or for preparation assistance and attendance at the hearing.

You may apply for compensation from the Kentucky Crime Victims Compensation Fund to cover expenses related to crimes occurring in Kentucky. This includes, but is not limited to, medical expenses and loss of earnings/financial support. To obtain a form or for additional information, the Kentucky Claims Commission may be contacted at 502-573-2290 or 800-469-2120. Note: Sexual Assault Forensic Examinations are free of charge to the survivor; if you receive a medical bill for a SAFE, contact a Hope’s Place advocate for assistance.

Up-to-date information regarding the release of registered sex offenders into local communities is available by calling 866-564-5652 or by visiting kspsor.state.ky.us. Offenders will not appear on the registry until after release from incarceration.

Following a conviction, you may register with he Parole Victim Services to receive notification of upcoming parole hearings, processing victim impact statements, scheduling hearings, and general victim assistance. More information is available at 800-221-5991 or 502-564-3620. You must provide updated contact information to the Parole Victim Services staff in order to receive notifications.

Prosecutors shall insure that victims/witnesses receive available information and notification regarding:

  • Protective, emergency, social, and medical services
  • Obtaining assistance from a victim advocate
  • Community-based treatment programs
  • Where applicable, restitution and crime victim compensation
  • Registration and notification of when a person has been released from a prison, jail, juvenile detention facility, psychiatric facility, or under limited circumstances, a forensic psychiatric facility
  • How to be protected from intimidation, harassment, or retaliation; and The Victim, Witness, and Family Protection Program
  • Defendant’s release on bond and any special conditions of release
  • Charges filed against the Defendant and any please, bail hearing dates, sentencing dates, parole hearing dates
  • Trial date (including any changes); and trial verdict

Juvenile offenders may proceed through juvenile court depending on several factors. The juvenile court process is conducted differently than the adult criminal process. Juvenile court hearings are confidential and closed to the public. The philosophy or juvenile court is “best interest” of the juvenile offender and Kentucky law limits the possible disposition results for most juvenile offenders. You may contact a Hope’s Place Advocate for assistance in navigating the juvenile court process.
